That's interesting. When I originally muxed all of those audio/subtitle tracks, I used mkvmerge and put them all in an mkv. I have dropped mkv's in tsMuxerGUI before and had no problems remuxing into m2ts, however whenever I tried to drop the "the matrix" mkv into tsMuxerGUI it would give me an error, saying that the maximum amount of audio/subtitle tracks has been exceeded and would fail to load. this is true with the older and newer versions.

Ah, I bet the trouble is with tsmuxer's MKV import code, if you manually add the tracks like me (I started from raw streams, not an MKV), it lets you go over 32.

Bah! It seems the Blu-ray spec IS limited to 32 subtitles in PGS format (you get a few extra with a text format, but it's still limited even then). Although you can get tsMuxer to mux more than 32 PGS titles onto a disc, that disc is non-compliant and could have unpredictable player behavior (gave my test machine a hard lock).
So sorry, looks like MKV is the way to go for super-mega-ultra internationalized preservations!
