Basically, the English credits use the standard fades, while the French credits have everything wiping in from left to right, which looks rather cool IMO.
Those closing credits for Die Hard 2 in French look better than the English credits, that's for sure! I just wish there was a way to make a clean version of the final shot so I could recreate those French credits in HD...
Yes, including a downmix is never a bad idea. The problem is that it makes it difficult to work out whether the original audio is present or not. If you run the decoded streams through Spek, you should be able to see whether or not you have two different mixes.
@Bigrob in the case of Escape from New York, Scream Factory also included a 2.0 mix which was a downmix from 5.1. I don't know how common downmixing is for them but I have to guess that any film containing both 5.1 and 2.0 tracks is potentially a 2.0 downmix. They say it's for maximum compatibility with all audio systems.
Just came back from a 35mm screening of Silence of the Lambs, and boy, that DS mix is a beast! The low ends rumble very loudly in the asylum, gunshots are very loud and present, and it takes the 5.1 mix by a mile. The image is very similar to the BD in color, but in 2 scenes, the contrast was noticeably different, and effectively so (Avoiding spoilers here, for those who haven't had the pleasure).

I recall a service which allowed parents to rent a DVD from some company and then send them notes on how they wish to cut it, and the company would just censor it for them. It's no different than TV versions (At least in the states), so I don't see a problem. Even though there are films which even you cut out the graphic images, will still have adult themes.
If the clean versions really are "available at no additional charge as an ‘extra’ included with the original theatrical version of movies in the program", I see no problem.
Oh, Sony want's to start, to bring some clean movie versions (Versions censored for flight companies and Television Broadcast) to some vod services as choice to the normal Theatrical versions...
