An Amazon review of the Flicker Alley Blu-ray/DVD of Chicago (1927) says that the transfer of that movie is from a PAL source and every 25th frame is deleted from the transfer to achieve 24fps speed (instead of PAL-to-NTSC slowdown with the pitch retained). The reviewer checked both the Elephant Films and Flicker Alley Blu-rays and DVDs frame by frame and has confirmed this to be the case. Any interest in making a proper transfer of that?

No. Not fixable. That would entail motion interpolation to create false frames, which would look like crap. Just watch the French DVD from Lobster.
