PAL to NTSC

Ok, the video is coming from BD (which runs at 23.976fps, which is the same speed, for the audio, as NTSC)
The DVD audio commentary tracks come from a PAL source. So, in one of the posts above I explained to OP how to adjust the speed and pitch in Audacity from PAL to NTSC. Once he did this and, possibly synced it to the audio on the BD, all he had to do was remux it with the BD. Where do you see the need to convert any video to NTSC?

Sorry jerry, I was asking hypothtically, if one needed to do the video as well ... how might one go about it? I apologize for the confusion.

Oh ok, that makes more sense. Hypothetically, if you needed to slow down PAL video to NTSC (in this case would actually be to IVTC) You just change the framerate of the video from 25 to 23.976 when remuxing.

So if you just wanted to take a PAL source (video+audio) and make it NTSC "compatible" then you would follow the instructions I posted earlier for getting the audio to the right speed and then change the framerate of the video when remuxing (easily changeable in tsMuxer, Avidemux, VirtualDub, mp4box, mkvmerge - all depending on what container you want to wrap it in)

EDIT: This is assuming that you are dealing with progressive video. If you are dealing with interlaced video, everything is still the same, but you have to re-encode the video to de-interlace it, then change the framerate when remuxing.
