		Usually upscale using sincresize, because it's fast and quite good - still not perfect, as there is no perfect resizer (yet); downscale using lanczos or spline 36/64. But for better upscale, I'd go with nnedi3 for upsize power of 2, then downsize using lanczos or spline 36/64, but often it takes so much time that's prohibitive... I tested Super Resolution, that is better with lower resolution sources, but often only marginally. I think a proper thread about the topic would be interesting, to gather knowledge and share opinions and experiences. And you, what do you use/prefer?

		For this,  I'd probably use NNEDI3 to upscale, though with your PanUp I'd use EEDI2 to only double height.  For downscale I prefer bicubic sharp (-1.00).

		I'm an old dinosaur, and still using avisynth; probably, any half-decent video editor would be able to do that, though.
