I wasn't talking about shootout scenes (I'm fine with the gun shots being ear-deafinigly loud). I was talking about the sound mix of a large part of the film being inconsistent. Check out any dubbed version to the English Blu-Ray sound mix to hear the difference. The music, sound ambience and dialogue are far more present in those for scenes that aren't shoot-outs.
When this disc hits 8800 RPM, you're gonna see some serious shit.

Back in those days those were made later, and they used the M&E track which was often produced outside the director's control (as he was too busy). On the Mission:Impossible Blu-ray set, for example, I read online people complaining that the 5.1 which has the original mono center is missing sounds when compared to the foreign dubs. I think that many times, the M&E were not made when the film originally came out, but doctored later, hence the differences.
Just to be sure with Heat, check how often scenes have original on set sound dialogue, or are dubbed. If there aren't that many dubbed scenes, it's guaranteed that hard work was made when creating the M&E to put in sounds to the foreground that aren't in the same place on the original mix.

The japanese dubs are often hilarious. In The Terminator wach the shrieks Sarah makes in the car right after the Tech Noir shoot out. If you would cut in Reese speaking in english to her shrieks, that would make the scene sounds like a parody.

To create the 5.1 they put the mono center channel, and then added some stuff around the other channels.
It's often done when creating 5.1 track, though of course they some times tweak the center when they put some sounds around.
Anyway the series usually have on set dialogue recording.
The M&E tracks used on the foreign dubs have complete reconstructions of all the sounds (replacing on set sounds) so they are superior.
