Alternatives to Gigapixel by Topaz

I see, that makes sense.
What I'm curious about primarily is low bitrate streams, or extremely grainy streams.
I wasn't satisfied with the bluray releases of the original Star Trek films, and only one was given a proper treatment.
I found some alternative HD sources for 3 and 4, while I think they're good looking, they're very grainy, and filled with scratches, and pops, and I love those features of the print, but I'm trying to improve the quality.
Removal of macro blocking and enhancing the depth of the image are my primary interest.

Dunno how well it works for grain, you'll have to test yourself. But if you just want to degrain, I think your best bet is a temporal degrainer like MVDegrain, which, in many cases, gives pretty awesome results. Though you have to be careful not to smudge details away, which can easily happen. If you wanna go the extra mile, you could rotoscope all places that got smudged after the degraining, replace them with the original footage.

I used to be a projectionist, so I understand what happens when the perforations on a film print become stretched or damaged.
The film print kind of jiggles and vibrates.
What would I use to solve those little jumps.
Also, how would I go about extracting an mp4 file from mkv?

Waifu2x has now a nice GUI and can be used with images and video: https://github.com/AaronFeng753/Waifu2x-Extension-GUI - it is compatible with ANY GPU, and quality is not really distant from Gigapixel, plus it's free, so why not give it a try?

AI Image Enlarger (https://imglarger.com) has released a Window software, but it's only an interface to their website, so you have to be connected to internet, and wait for the image to be uploaded, processed, and downloaded... the free version has a 1200x1200px limit - so useless to upscale anything HD, even 720p - and I guess there is also a limit about how many images could be used.

AI Enlarge PhotoLabs (https://pixbim.com/ai-enlarge-photolabs) has no such kind of limits, and there is a 30 days trial version; complete version costs $49, not so expensive.

Any idea how to change the video output?
h264 .mp4 is default and works.
It uses FFMPEG I believe, but no matter what I do to change the output codec (magicYUV or similar lossless option) I cannot get it to work!
