The standard eac3to is not working on my pc properly because there are some missing codecs. Because I never did to do with eac3to.

Surcode DTS Encoder (1.0.21.0) is installed

I have just installed the GUI "Useac3to" and it works well but are the settings correct?

You don't need those unless you want to encode to these audio formats.

Yes, you don't need any of the missing elements.  The settings look right, but if you can manage to run eac3to -test without a GUI, you can probably manage without one for other tasks: the syntax is pretty straightforward.

It's done succesfuly but I didn't find the output file. There is no on the folder of eac3to or video.

If the output is not in the same directory as the input, check the root of your C drive (or the equivalent on your system).

If the process completed successfully, the files will be there on your system.  If no output is specified, eac3to will put them wherever it views as root, which might vary from system to system.  Run a search.  Try the root of your user directory.

In respect of wav and wavs, both options are valid; it depends on what you want to accomplish.  I use wavs when I want to edit the channels separately; the rest of the time, I use .w64.

I deleted the copied file who I copied from original folder to desktop and I used the original folder where is placed and tried again - VOILÀ, there are output files on the folder of eac3to.

But I'm wondering what means -27dB and -1603ms?

The track has a delay, which eac3to has applied for you. It also has dialnorm, which eac3to strips when decoding.

Your command line worked, but you were lucky that the source had only audio track and eac3to therefore inevitably hit on the right one.  It is best practice to specify the track; that way, you will not run into difficulties in future when handling multi-track files.

Aha, it's not bad? So, I have no to do anymore for that? I mean I can go to editing with these tracks directly, right?
