Hello,
I have horrible eyesight and dark movies are tough to see. Does anyone know what program or settings within VLC to lighten up the video? I apologize if this is in the wrong place.

At the bottom when all the controls are visible, the incon fourth from the right -- with three vertical bars (which are sliders if you look closely)... Click on that icon. It'll bring up the "Adjustments and Effects" window. Click the "Video Effects" tab, check the "Image adjust" box under Essential... and you should be able to get it from there.
At least that's what I can do with my version of VLC.
