There's VST plugins for DAWs that can do upmixing from stereo, I personally used Halo Upmix by NUGEN. It's quite robust and supports up to 7.1.4. I haven't tested it for things like Dolby Stereo decoding but considering it doesn't have LCRS layout I don't think it would be much better than FreeSurround.

Downloaded the CDS mix twice, but there seems to be a glitch at 00:02:52 whereby the audio mutes and doesn't come back. I viewed the file in Audacity and there does seem to be an instance where the audio goes blank. Has anybody experienced the same issue?

I had this kind of problem when i send cinema dts cds. I had to start over because I losted some audio data on the reels. 
It is internet connexion problem.

I have same issue, I even cannot import it in Audacity more than 2m 50s. The track is corrupted, I have difficulties to download it from "mega" always says "decryption failed". Then I added in browser's console "skipcheck=1" and finally downloaded. 

I converted it back to wav using ffmpeg and then to FLAC, it's fixed the issue.

Updates:
CDS Mix has been re-uploaded so anyone who asked for it may recieve a new copy
Dolby Stereo SR mix has been fixed to be proper 16/44.1 instead of the accidental 24/44.1
2015 BD-synced versions of the CDS and Dolby Stereo SR mix are now also available.

Is the CDS mix you provide your own sync or is it our former member Chewie's job repurposed? I ask this because Chewie swapped the LFE in favor of the one from the Skynet Edition remix, and I wish the original track from the Japanese DVD was available as is, too.

It is my own sync and I did not modify it in anyway besides obvious syncing and patching to 24-bit.
