Perceived loudness decreases dramatically as the volume goes down. So if you listen far from reference volume, you are bound to feel like your surrounds are too low.
That’s why audyssey dynamic EQ and dynamic volume give a boost to surround channels, but they really overdo it unfortunately IMO.
However bear in mind that for dolby stereo mixes, you’re not suppose to « notice » the surrounds, they’re basically just supposed to create a diffuse surrounding ambiance

True, I'm not cranking my system up that much and there’s only so much you can do when everything is being pulled from the front channels.

And why would the surround channels need to be lowered by 3db? Isn't that supposed to be a dts HDMA thing only?

According to a member of a forum I was in, the surround channels are 3 decibels louder than they should be, and need to be turned down in order to properly balance them with the front channels. In all likelihood, there was a miscommunication about whether the surrounds on the disc were to be calibrated to theatrical or home video standards, and whether this adjustment should be made on the PCM master or in the Dolby Digital encoder settings, and so it ended up going out with the error in place. Also, the LFE on this mix is not quite as loud as it should be.
