The UHD is 24fps and German BD 23.976 which is mostly why it can't be synced with a single delay.

Should be possible to slow down the video of the UHD in eac3to without re-encoding.
Someone asked me about the Japanese Laserdisc a while back, but I don't have an easy way of getting them nowadays.

You can easily change video frame rate through MKVToolNix. This old thread has good info: https://fanrestore.com/thread-2604.html
If you want to slow down / speed up the audio instead, IIRC a lot of people would say only change speed for 23.976<->24 and don't try to maintain pitch, because it's such an imperceptible difference and there's risk of introducing more artifacts by massaging the pitch.

I'm sure the difference to the ear would be imperceptible. I put the two ripped files into Audacity and you can see that whilst the German BD looks normal: Shout's downmix looks funky as hell:

NTSC dvd 2.0 is better than DE blu-ray.
