I find that when i convert the DD to MP3/WAV/OPUS it gets rid of the Dialnorm/DRC, and it plays it's normal volume.
DialNorm only kicks in if your AV Amp is set to night mode. If not, it will always play at normal volume.
Also depending on the software you use to transcode from AC3 to MP3/WAVE/OPUS, it may not truly remove the DialNorm, but actually apply it and then transcode it to your chosen output format.
i use Foobar2000 and Handbrake. One way to find out if the dialnorm has been removed is if you compare the DTS version (if applicable) of the same title to the AC3 to WAV/FLAC transcoded version (unless it is a different mix a la Top Gun Special Collector's Edition/3D 5.1 True HD (the 70mm mix) vs the 6.1 DTS HD Master Audio (a more recent Remix). If you can't tell the difference, that means that the Dialnorm/DRC has been stripped.
I have found out that MPC-HC does not apply DialNorm/DRC to AC3 tracks, but VLC does. On my Kodi Android box it doesn't apply dialnorm to AC3 tracks (but on the PC version of Kodi, it does)
