All 35mm film is 24fps (you can't have .976 of a frame on film). The difference in playback framerate is only found on home video due to differing TV standards.

Oh thanks for clearing that up. I got confused when all the 35mm film scans I found online were 23.976fps except the two that came from Germany. Must've just been a coincidence (maybe those two kept the 24fps speed in order to keep sync with an audio track such as DTS.)

It's usually the other way round. Some scans are muxed at 23.976fps in order to sync with BD/LD audio tracks.
