The DVD was processed in the Topaz program and the result came out good, if you don't know what was done with the DVD, then you can freely say that this is a Blu Ray picture.

I think it looks a bit too smooth to pass off fully as a BD, so I would recommend applying a light layer of film grain on top or something to help. Other than that though, it looks like a decent upscale.
