First things first, despite the noise can you get a stable video signal from your source? Have you tried other capture software other than VirtualDub

Saw you tried different cap cards, did you try another set of other cables too?

yup, different room, turned off all devices in the house..

I get a stable video, any cap program gets the same noise.
