Slowing down the video framerate in mkvtoolnix doesn't require re-encoding the video, it just changes the metadata within the .mkv file.

You will want to slow the video to 23.976fps (sometimes written as 24000/1001)

Changing framerate in MKVToolNix sometimes introduces errors. I prefer to use TsMuxer for that. Maybe eac3to works just as well for that, but I've never used it for video fps changes.

Ah that's right, eac3to causes sync drift on multi-m2ts playlists, but TSmuxer doesn't.

Sorry, I meant what on the spectrogram would I be looking for to judge whether it's a downmix?
