Damn, how do you even mess up an encode like that. Was it just a really bad conversion from 24 to 23.976 fps?

PAL (25fps) will likely be stuck in there somewhere actually. I recall a long time ago I was taking a shortcut to turning a PAL thing in 24p and the automated process dropped a frame every second. Was way whack.

Yes, it was, it was done by the service that broadcast the video, since the original E-AC3 stream comes with the video
