PAL LD -> NTSC conversion question

Hi, can a 23.976 FPS NTSC film that plays @ 25 FPS on a PAL LD recorded to DVD-R @ 25FPS be converted back to NTSC FPS by changing the MPEG-2 file FPS to 23.976 and adding a NTSC soundtrack? Thanks.

AFAIK yes, just changing a frame flag somewhere... it could be possible to do it using TSmuxer.

I do this all the time. For me, the easiest way to do it is to load the MPEG2 file into Avidemux 2.5.6 and then changing the frame rate under the "video" menu from 25 to 23.976 and then I export the file using "copy" for the video so that there is no re-encoding, just a framerate change. Then, all you have to do is sync the audio. Sometimes this can be tricky, as NTSC and PAL copies of movies are not always struck from the same transfer. At that point, load the PAL audio in audacity. slow down the audio, using the "change speed" function in the "effects" menu. the change is -4.096%. then load the NTSC audio and see if they align. make any changes if necessary, then export the audio using whatever codec you want.
