MKVToolnix can now remux Dolby Vision from 4K Blu-ray

v81 can finally remux Dolby Vision contend from a 4K Blu-ray. So you no longer need MKVmake for this

* MKVToolNix GUI: multiplexer: added a new option in the preferences for
always enabling 'forced' subtitle tracks. A subtitle track is considered to
be 'forced' if: the corresponding property is set in the source file; the
track's name contains the word 'forced' (in English); deriving the 'forced
display' flag from file names is active & the file name matches the
corresponding pattern. The option is disabled by default. Implements #3627.
* MKVToolNix GUI: multiplexer: the functionality for detecting file name
sequences when adding files can now recognize the patterns used by GoPro's
cameras for chaptered video files. Implements #3633.
* xyzvc_dump: the end position of the current NALU will be output in
non-portable format as well.
* xyzvc_dump: HEVC: the tool will now also output the inner NALU type of Dolby
Vision NALUs (`unspec62` and `unspec63`).

I thought MKVtoolnix has support DV for awhile now, or is this something else?

If a file from a 4K BD was muxed with MakeMKV or was a WEBDL you could use it in MKVToolnix. But you couldn't use it directly from the 4K BD folder to remux DV content. You'd loose the DV layer. You had to use MakeMKV and then move to MKVToolnix if you wanted to add additional tracks. This is no longer needed as you can now directly do everything in MKVToolnix.

Would this help in a case where I have a remux that doesn't have a DV layer anymore after unknowingly using an older version of MKVtoolnix? This would save a lot of time because I wouldn't need to re-rip if someone could provide the layer for a given film.

Older version of MKVtoolnix kicked the DV layer out. So it's gone. You'd need a new/original rip and then run it through the latest version of MKVtoolnix in order to keep the DV layer.
