[Help] help with changing audio to match framerate

I'm trying to sync the Atmos track from the German Pitch Black UHD to the Arrow UHD, which has a higher bitrate, but the Arrow is 24 fps while the German is 23.976. I've been using various methods to change the framerate of the audio like eac3to and ffmpeg, but none of them seem to work, any way I can easily change the framerate or slow down an audio track to the right framerate?

It'll be easier to change the video framerate in MKVToolNix to match your audio than the other way around.

You can't really do that with an audio track without re-encoding. Unless you have the ability to encode atmos then just change the video framerate.

I'm changing the framerate of the Arrow disc now, but I can't change the DTS-HD track though.

Slow it down in audacity and encode it as flac.

In fact, quite recently a complex way has appeared to correctly parse the Atmos sound and, after manipulation, put it back together without loss of quality

I myself don’t know how, I just wasn’t interested in the details, but my friends do it all the time.
I know that this was previously used to lay out Atmos channels on WAV

Then, when all the WAVs have already been edited, even for video from VHS, the Atmos path for the channels in this program is set

Afterwards it is assembled into a finished sound with this Dolby Media Encoder
