I think we should change the rule to only allowing PM and post in threads to new members who update their Avatar with a custom image. But without telling them. That way, we're sure no newbie will ever bother us again.

Openly put it on the rule page then immediately IP ban on anyone who asks why they can't PM for not reading it.

Feallan already changed the rules for PMing based on the amount of new members we were getting and the ability for new members to PM has been curtailed.
