This TV documentary was properly upscaled and included in TeamBlu's The Terminator project. 

I am currently working on a custom Blu-ray which compiles all bonus features released of The Terminator (1984) and was looking for this particular rip.

The one available on Youtube is very low quality.

The one on the TeamBlu disc is more than likely the best you will get.
If anything, you could track down the source they used and have a bash yourself, but I doubt you will get better results.

I am looking for that specifically. I deleted the TeamBlu disc many years ago.
