The only nice thing about the Dragon Dynasty DVDs were the bonus features and practically nothing else.

The bonus features were mainly ported from the Hong Kong Legends label in the U.K.

Which is even better news than Shout getting the US rights. Especially if the majority of films are encoded by FiM, etc.

I don't think they are.
Much like most boutique labels, I think they are being given already done video masters.
Depending on the contracts signed, they could be open to do their own work like regrade them though.
