eac3to is command line tool, just use cmd in Windows to use it. If you just call 'eac3to' from cmd, you'll get all options available.

All you've got to do is type in cmd
eac3to source.audio output.audio -slowdown slowdown for 25 -> 23.976 speedup for 23.976 -> 25 or changeto24.000 (etc) for and other destination framerate length.

I'll hit you up in few hours, as I am synchronizing audio at the moment and will let you know how it went (23.976->24 FPS), but I used eac3to before and it worked fine.

eac3to source.wav output.wav -23.976 -changeTo24.000
This worked flawlessly for me to convert audio from 23.976 source, to new 24.000 FPS video. Now, if you end up with your audio being only partially encoded (lets say 10 minutes instead of full 2 hours), it's because .wav header can be pretty much funky when it comes to files over 4GB (which is often case with 5.1 channel .wav's). You can just simply get through it by encoding to different loseless format such as .flac.
I don't end up with anything as it doesn't even start. I'm telling you, I'm SO NOT a command-line guy that you'd have to guide me step by step as if I was a 4-year old to do this thing. That's why I'm a GUI guy. My computer skills on this kind of stuff only rely on filling predefined boxes with numbers or check predefined boxes.

You can always try Audacity - it's quite simple to use, just seach for PAL NTSC slowdown of something like that to know how.

Dammit! Audacity doesn't work with AC3. Forget it, I'll just keep using my GUI of eac3to and just assume the guy who made it took into account the pitch correction. I give up. I'm already pissed that I can no longer create PGS using EasySup, that's more than enough for this week-end.
